Description: The recalled Mexican wrestling Super Luchamania action figures were sold in packs of 12. The multi-colored action figures are plastic, have plastic capes and measure about four inches tall. “Super Luchamania” is printed on the action figures’ packaging.

Sold at: Various Mexican specialty craft stores nationwide from June 2000 through October 2011 for between $12 and $14 per pack.

Manufactured in: Mexico

Remedy: Consumers should immediately take the recalled action figures away from children and return them to Lee Carter Co. for a full refund or credit towards a replacement product.

Children’s Chairs and Stools Recalled by Elegant Gifts Mart Due to Violation of Lead Paint Standard

Hazard: The yellow surface paint on the metal frame of the children’s chairs and stools contains excessive levels of lead which is prohibited under federal law.

Description: The children’s folding chairs and the stools have yellow metal tube frames. The plastic seat, seat backs and stool have a cartoon-like scene with monkeys, teddy bears, mushrooms and heart-shaped balloons. “PENGKO” is printed on the chair’s heart-shaped seatback. Item number “JCA8036″ is printed on a white sticker underneath the chair’s seat. Item number “JCA8037″ is printed on a white sticker underneath the stool.

Sold exclusively at: 1 to Seven stores in Puerto Rico from September 2010 through June 2011 for between $5 and $6.

Remedy: Consumers should immediately take the recalled tables and folding chairs away from children and return them to any 1 to Seven store in Puerto Rico or contact Elegant Gifts Mart for a full refund.

Toys Safer This Holiday Season Due to Stronger Safety Rules

This article was recently posted on the CPSC web site. I’m glad to see that toys are safer this year, but there’s still a lot of work to do.

Recalls and lead violations are down; 180,000 child injuries per year is too high

It’s that time of year again, when parents, grandparents, and friends begin to prepare holiday toy shopping lists. The U.S. Consumer Product Safety Commission (CPSC) wants consumers to know that while safety should be at the top of everyone’s toy list, stronger federal rules are making a positive impact and restoring confidence in the safety of toys.

New toy safeguards include: establishing the lowest lead content and lead paint limits in the world; setting a stringent limit on the use of certain phthalates; converting the voluntary toy standards into mandatory standards; requiring third party testing and certification of toys designed or intended primarily for children 12 and younger; closing in on new limits for cadmium in toys; and working with the U.S. Department of Homeland Security to track shipments in transit from other countries, thereby increasing seizure of dangerous imported toys.

These safeguards, along with safety-conscious steps taken by many toy makers and sellers, have contributed to a continued decline in toy recalls since 2008. There were 34 toy recalls in fiscal year 2011. This is down from 46 toy recalls in fiscal year 2010, 50 recalls in 2009, and 172 recalls in 2008. In 2011, toy recalls related to lead declined to 4, down from 19 in 2008.

“Strong toy standards support the production of safer toys in the marketplace,” said Chairman Inez Tenenbaum. “Parents and toy shoppers also always need to be vigilant by choosing age appropriate toys and keeping small parts, balls, and balloons out of the hands of young children.”

Toy-related deaths to children younger than 15 increased to 17 fatalities reported in 2010, up from 15 reported in 2009. Nearly half of these toy-related fatalities were attributed to choking on balloons, small balls, and rubber balls.

A new report (pdf) released by CPSC today also notes that about 181,500 children younger than 15 years of age were treated in U.S. hospital emergency departments due to toy-related injuries in 2010. Nonmotorized scooters continued to be the category of toys associated with the most injuries. Frequently these injuries involved lacerations, contusions, and abrasions to the child’s face and head. Importantly many of the incidents were associated with, but not necessarily caused by, a toy.

Here are some safety steps that consumers can take while shopping this holiday season:

Balloons – Children can choke or suffocate on deflated or broken balloons. Keep deflated balloons away from children younger than 8 years old. Discard broken balloons at once.
Small balls and other toys with small parts – For children younger than age 3, avoid toys with small parts, which can cause choking.
Scooters and other riding toys – Riding toys, skateboards, and in-line skates go fast, and falls could be deadly. Helmets and safety gear should be worn properly at all times, and they should be sized to fit.
Magnets – For children under age 6, avoid building or play sets with small magnets. If magnets or pieces with magnets are swallowed, serious injuries and/or death can occur.

Once the gifts are open:

Immediately discard plastic wrappings or other packaging on toys before they become dangerous play things.
Keep toys appropriate for older children away from younger siblings.
Charging batteries should be supervised by adults. Chargers and adapters can pose thermal burn hazards to young children. Pay attention to instructions and warnings on battery chargers. Some chargers lack any mechanism to prevent overcharging.

Along with educating the public, CPSC is committed to working with foreign and domestic toy manufacturers, importers, and retailers to help them understand and comply with U.S. toy requirements.

Description: This recall involves Quick Kids 23-inch aluminum junior tennis racquets with orange tape on the hand grip. Recalled racquets have lot number”F:3:10:08″ stamped onto the bottom of the racquet grip below the “G.”

Description: This recall involves girl’s tops and dresses sold in sizes small to extra large and 7 to 16. The garments were sold in various styles including: tops with beaded necklaces attached to the collar and tops with metallic beads attached to the collar. All styles of the tops and dresses have a black tag on the collar with pink print that reads “mymichelle.”

Sold at: Burlington Coat Factory, Dillard’s, J.C. Penney, Kohl’s, Army and Air Force Exchange (AAFES), K & G Fashion Superstore and other retail stores nationwide from January 2011 through March 2011 for about $38.

Description: This recall involves children’s coin purses with rainbow stripes and children’s earrings and necklaces that have blue, pink, red, white and yellow colored droplets. “The Coin Purse” and “Mobile Case Coin Puase” are printed on the tag attached to the purse. “Colorful Drop Accessory Bracelet” is printed on the front of the necklace packages and “Colorful Drop Accessory Pierce” is printed on the front of the earring packages. The tag and packaging have “Produced for Daiso Japan” on either the front or back.

Sold at: Daiso stores in California and Washington from May 2009 through December 2009 for about $1.50.

Description: This recall involves a children’s animal mask and four styles of metal pendants. The mask resembles the face of a cat. The pendants have various animated symbols including a dog tag with fire symbol (Bleach), knife and lion symbol (Final Fantasy), Mickey Mouse symbol (Kingdom of Hearts), and a burning sun symbol (Naruto). The pendants were sold with silver-colored chains.

Sold at: Gift shop and modeling stores nationwide, and the Team Work Trading store from November 2008 through March 2009 for between $4 and $8.
